Georgia to Create Unified Database for People with Mental Health Issues and Addictions

Georgia will establish a unified information database for individuals with mental health problems, alcoholism, drug addiction, and toxicomania. This initiative is part of amendments to the Law on Weapons, recently adopted by Parliament.

The explanatory note to the draft amendments emphasizes that currently there is no reliable, centralized source of information on people with such conditions, making it difficult for the state to ensure public safety and compliance with legal requirements for licenses and permits.

The new database, managed by the Ministry of IDPs from the Occupied Territories, Labor, Health and Social Protection, will include data from both state and private institutions. It aims to support safer issuance of weapons permits, driving licenses, and other regulated rights.

By March 1, 2026, the Ministry must develop criteria for data entry and ensure the inclusion of all relevant individuals in the unified information system.
