Georgia will establish a unified database and a registry of foreigners to improve the tracking of foreign nationals’ legal status and strengthen migration monitoring.
The changes to the Law on the Legal Status of Foreigners and Stateless Persons will take effect on September 1, 2026 and introduce two main mechanisms: a Foreigners’ Registry administered by the State Services Development Agency under the Ministry of Justice, and a separate database of foreigners staying in Georgia without legal grounds, managed by the Ministry of Internal Affairs.
The Foreigners’ Registry will collect and process information, including biometric data, with rules for data management and sharing with state agencies to be defined by the government. Information in the Interior Ministry’s database will not be publicly available, with access and data exchange procedures determined by the ministry.
According to the Interior Ministry, the registry will help authorities monitor foreigners’ entry into the country, registration, use of public services, and improve efforts to combat illegal migration.
