Georgia plans to allocate GEL 150 million in 2026 for the development of university cities in Rustavi and Kutaisi, according to Deputy Minister of Finance Giorgi Kakauridze. The initial funding will cover land acquisition and project design, with the construction phase and larger capital expenditures scheduled for 2027–2029. The total project budget exceeds GEL 1 billion.
“The GEL 150 million will be allocated to the Ministry of Infrastructure to prepare project documentation and begin acquiring land. The overall cost will increase in 2027–2029, with more than GEL 150 million expected to be spent annually as the project progresses,” Kakauridze said.
The Georgian Municipal Development Fund, under the Ministry of Infrastructure, will oversee the project. This includes preparing detailed design and cost documentation, and organizing procurement for construction and supervisory services, aiming to establish full-fledged university infrastructure in both Rustavi and Kutaisi.
The project will create modern, regionally distributed university campuses providing education, research opportunities, and full student life in line with international standards. Kutaisi’s new campus will accommodate 20,000 additional students, while Rustavi’s will serve 40,000 students, boosting educational capacity and regional development potential.
