Georgian Gov't Approves Agreement for Zemo Wind Power Plant

The Georgian Dream government has approved an agreement between ESCO and Zemo Wind LLC for the implementation of the Zemo Wind Power Plant and instructed the Ministry of Economy and Sustainable Development to ensure the signing of the agreement. The government also approved the feasibility study submitted by the company.

According to the government decree, the Implementation Agreement will be executed between the Government of Georgia, the Commercial Operator of the Electricity System JSC, and Zemo Wind LLC. Once Zemo Wind LLC provides a construction bank guarantee within 30 days of signing the agreement, the pre-construction bank guarantee issued by TBC Bank JSC on March 19, 2025, will be returned to the company.

“The Implementation Agreement and the related documents will be signed by the Minister of Economy and Sustainable Development on behalf of the Government of Georgia,” the decree states.

The Zemo Wind Power Plant is designed with an installed capacity of 18.75 MW, which is expected to generate approximately 67 million kWh of electricity per year, contributing to Georgia’s renewable energy production and supporting sustainable development goals.
