Georgian Railway disqualified a company from a tender of GEL 270 MLN, that offered locomotive repairs in Ukraine and Latvia. As a result, only one participant remained – LLC "Georgia", which will conduct repairs in Russia.
The tender was announced in December 2024. Two companies participated: LLC "Georgia", which offered railway services from Chelyabinsk and Tambov factories, and "Skinest Rail Georgia", which offered services from Lviv and Daugavpils factories. Skinest's offer was 266.8 million GEL, but according to the Georgian Railway, it was disqualified due to documentation deficiencies.
According to tender conditions, 47 outdated locomotives require major repairs.
LLC "Georgia" has also been a supplier for Georgian Railway through other tenders. LLC Georgia won Georgian Railway's 54-million procurement in March 2024, where it was the sole pretender. The tender concerned the repair of 8 diesel locomotives and 8 electric locomotives. According to the signed contract, the work is being performed by Chelyabinsk and Moscow factories.
LLC "Georgia" also won a USD 80.5 million tender in December 2023 for purchasing 13 new locomotives, through which the company was obligated to supply Georgian Railways with new locomotives manufactured by Russian company Уральские локомотивы, however, in August 2024, Georgian Railways decided to terminate this procurement.
According to the business registry, LLC "Georgia" was registered in 1995 and its 100% share is owned by businessman Gela Dzidzikashvili.
Regarding "Skinest Rail Georgia", it was founded by Estonian businessman Oleg Ossinovski. The company has been operating in Georgia since 2011 and is owned by Estonian "Skinest Rail".
The company won a 17-million tender for rail procurement in 2023, and in 2020, a 10-million tender for supplying transformers to Georgian Railway.
