Georgia’s 2027 state budget draft projects real economic growth of 5%, First Deputy Finance Minister Giorgi Kakauridze said while presenting the initial version to Parliament’s Economic Policy Committee. The GDP deflator is projected at 3.7%, while nominal GDP is expected to grow by 8.9% and exceed GEL 126 billion. Inflation is forecast to return to the 3% target by the end of 2027.
The budget deficit is planned at 2.5% of GDP, while government debt is projected at 31.6% of GDP. Consolidated budget revenues are expected to reach GEL 37.531 billion, GEL 1.526 billion more than the 2026 forecast, including GEL 29.52 billion in tax revenues. Consolidated budget expenditures are projected at GEL 37.562 billion, up by GEL 1.928 billion year-on-year.
Under the initial state budget draft, total state budget revenues are projected at GEL 32.166 billion, GEL 1.407 billion above the amount approved for 2026. State budget appropriations are set at GEL 32.0715 billion, GEL 1.190 billion more than the 2026 approved plan.
Economic Policy Committee Chair Shota Berekashvili said the 2027 budget was appropriately prepared and based on an average economic growth forecast, which could be revised during the year. He noted that the budget is GEL 1.9 billion larger than in 2026, while healthcare and social spending is increasing by GEL 830 million and pension spending by GEL 555 million. The committee supported the initial version of the 2027 state budget.
