Georgia’s residential and non-residential construction market demonstrated strong economic activity and a competitive environment in 2025, according to the Competition and Consumer Agency (GCCA).

The market was worth GEL 3.5 billion last year, with 286 economic entity groups operating in the sector. Its Herfindahl-Hirschman Index (HHI) stood at 938.85, indicating relatively low market concentration and strong competition.

The GCCA’s analysis also examined the hydropower construction market, which reached GEL 596.5 million in 2025, with an HHI concentration index of 525.8, also indicating a low level of concentration.

The assessment was conducted as part of the agency’s review of strategic markets and examines key economic indicators and competitive conditions across Georgia’s construction sector.
