Georgia’s Electricity Exports Decline Sharply: Only 10 MLN kWh in August

In August 2025, Georgia exported just 10 million kWh of electricity, all directed to Azerbaijan, according to data from the Georgian State Electrosystem (GSE). The figure is minimal compared to previous years, and Georgia also imported nearly the same amount from Azerbaijan during the same month.

Additionally, 76 million kWh of electricity was imported from Russia in August. However, it is not yet clear whether this electricity was consumed in the Russian-occupied region of Abkhazia or in the rest of Georgia. Clarification is expected in the upcoming report from the National Energy and Water Supply Regulatory Commission (GNERC).

From January to August 2025, Georgia exported a total of 505 million kWh of electricity.

  • 2022: 971 million kWh
  • 2023: 1,468 million kWh (record high)
  • 2024: 1,047 million kWh
  • 2025 (Jan–Aug): 505 million kWh

The decline in exports is linked mainly to the shrinking demand and lower electricity prices in Turkey, traditionally Georgia’s largest buyer, which accounts for about 80% of total exports.

Georgia’s electricity exports had surged between 2022–2023, but since last year, the trend has reversed, raising concerns about the country’s ability to maintain its position in regional energy trade.
