Gov't Allocates GEL 182,000 From Reserve Fund for Liquidation of Business Ombudsman’s Office

The Government of Georgia has allocated GEL 182,440 from the state reserve fund to cover liquidation expenses of the Business Ombudsman’s Office. The decision is outlined in Resolution No. 284, signed by GD Prime Minister Irakli Kobakhidze on February 6, and the funds were transferred to the Ministry of Finance.

According to the decree, the financial resources will be used to settle contractual obligations made by the Business Ombudsman’s Office prior to December 31, 2025, in accordance with public procurement legislation. The liquidation framework was formally approved earlier, on December 26, 2025, when the government adopted Resolution No. 2247, which defined the procedures for dismantling the institution.

Under these rules, the now-abolished office was required to submit all employee data to the Ministry of Finance and the Government Administration. The Treasury Service was tasked with processing the information throughout January. By March 1, 2026, the Government Administration must also take over all movable assets from the office, while its material-technical resources and official documentation will be transferred to the National Archives.

The Business Ombudsman’s Office, established in 2015 to act as a mediator between the private sector and the state, was officially dissolved on January 1, 2026. Its functions were transferred to the Ministry of Economy and Sustainable Development. Previously, the office operated under the Government Administration with an annual budget of GEL 950,000.

Otar Danelia, who had served as Business Ombudsman since 2022, has moved to the role of adviser to the Minister of Economy, from where he will continue fulfilling his remaining responsibilities related to the transition.
