The Georgian government has amended its rules of procedure to allow certain state secret-related legal acts to be approved without a cabinet meeting or the use of the government's internal electronic decision-making system.
Under the amendment, published in the Legislative Herald, classified draft laws or government acts may be adopted through direct coordination with cabinet members using physical ("wet") signatures, provided there is a decision by the Prime Minister or the head of the Government Administration.
The alternative procedure can only be used if the document receives the minimum number of votes from government members required under the government's rules of procedure.
Previously, matters involving state secrets were considered under the standard government decision-making process. The amendment, signed by Prime Minister Irakli Kobakhidze, took effect immediately upon publication.
