Gov't Grants Amnesty for Overpaid State Benefits and Compensations

The Ministry of Health has submitted a legislative proposal to Parliament to grant amnesty for overpaid state compensations and benefits. The initiative covers the period from April 1, 2021, to November 1, 2025, during which beneficiaries or heirs of deceased individuals will no longer be required to return overpaid amounts. Corresponding administrative, judicial, and enforcement proceedings will also be suspended.

According to the explanatory note, most overpayments occurred due to delays in updating official records, such as late notifications about a beneficiary starting public work or a person’s death. Under current rules, reclaiming these funds often caused financial difficulties and legal disputes for citizens.

Data from the Social Service Agency indicate that the amendment will affect approximately 252 people, with the total amount to be returned to the budget estimated at around 600,000 GEL. Currently, 32 cases are under judicial review. The proposal is seen as especially beneficial for socially vulnerable groups.

The draft law is initiated by the government and prepared by the Ministry of Internally Displaced Persons from the Occupied Territories, Labor, Health and Social Affairs. Its goal is to reduce bureaucratic hurdles and relieve citizens from prolonged legal proceedings.
