The Georgian government plans to construct a government city on Arsenali Hill, relocating ministries, Tbilisi City Hall, the government administration, and the Parliament to the new site. The design market survey was announced by the Municipal Development Fund to outline the scope and scale of the project.
GD Prime Minister Irakli Kobakhidze stated that some of the current ministry buildings might be sold as part of the plan. He explained that selling existing properties could help finance new buildings, while also promoting economic activity and development in both construction and investment sectors.
Initially, the government considered Ortachala for the new administrative complex, but the plan has shifted to Arsenal Hill, where the state owns a 77-hectare plot—one of the largest state-owned areas in Tbilisi. The project provides 282,750 m² of new office spaces and administrative buildings, including at least 10,000 m² of event space.
Key facilities will include Tbilisi City Hall (59,900 m²), the Parliament building (31,350 m²), and office buildings for multiple ministries such as Education, Economy, Environment, Infrastructure, and Health, among others. The project also plans to include supportive and economic-use buildings to accommodate the relocated institutions.
