Gov't paid a record USD 236 MLN salaries to freelancers

The government of Georgia spent GEL 236 million on the remuneration of freelance employees in 1H2023. This was GEL 41 million more than the previous year and represents a record of freelance salaries. If such a trend is maintained until the end of the year, then the salaries of freelancers will exceed GEL 450 million.

The budget performance report does not indicate how many freelancers work in different ministries or state bodies. However, it is clear from the performance report that salaries of freelancers are increasing y-o-y.

Along with freelancers, the salary fund of full-time employees also increased. In 1Q2023, a total of 1.03 billion salaries were paid to them, which was GEL 151 million more than the previous year. According to the budget plan, 113,000 people employed in ministries and state-owned enterprises will receive a total of GEL 2.2 billion as wages this year. Accordingly, this year the budget has already paid GEL 1.26 billion (an increase of GEL 195 million) to full-time and part-time officials.

The government plans to increase public service salaries by 10% annually until 2026.

The Ministry of Finance has already increased salaries for civil servants by 10% in 2022 and the basic salary amountd to GEL 1,100.
