Gov't Raises Salaries at the State Security Service - Mamuka Mdinaradze’s Pay Increases to GEL 15,945

The Georgian government has once again increased salaries at the State Security Service, this time less than a month apart. According to Resolution No. 41, signed on February 4 by Prime Minister Irakli Kobakhidze, amendments were made to the July 30, 2015, Resolution No. 387, which defines salary and bonus amounts at the State Security Service. The updated regulation took effect on February 1.

More specifically, the salary and rank bonus of the State Security Service's head Mamuka Mdinaradze have increased to a total of GEL 15,945 - consisting of GEL 15,690 in base salary and GEL 255 as a rank bonus. Under the government’s December 30, 2025 resolution, his total salary was previously GEL 15,170.

Salaries have also increased for deputy heads of the State Security Service. The first deputy’s salary is now GEL 14,995 for an employee with rank, and GEL 13,370 for one without rank. For the remaining three deputies, the salary with rank is GEL 13,385, and GEL 12,230 without rank.

Mamuka Mdinaradze’s first deputy is Lasha Maghradze, who changed positions three times in 2025 - moving from the Ministry of Sports to the Ministry of Justice, and then to the State Security Service. Other deputy heads include:

  • Aleksandre Maisuradze, who also came from the Ministry of Justice;
  • Levan Kharabadze, formerly the State Representative in Kvemo Kartli;
  • Tamaz Borashvili, formerly director of the State Security Department.

Salary adjustments also apply to administrative staff and employees of various State Security Service departments.

It should also be noted that after appointing Mamuka Mdinaradze as head of the State Security Service, Prime Minister Kobakhidze granted him several rapid rank promotions: first awarding him the rank of Lieutenant of State Security, then - according to a December 25 order - an early promotion to State Security Captain, and finally, on December 26, advancing him to the rank of State Security Major.
