GREDA Calls for Clear State Strategy on Power Generation Curtailments in 2027

Georgia’s renewable energy sector is seeking clarity on the government’s strategy for managing power generation curtailments and electricity spillages during periods of high water availability in 2027. Maia Melikidze, executive director of the Renewable Energy Development Association (GREDA), said the sector faced significant losses from similar restrictions in 2026 and warned that repeating the same approach could create additional financial pressure on private energy companies.

According to Melikidze, May, June and July 2027 could be particularly challenging due to expected high water flows. She said the private sector needs to know in advance how the government plans to manage potential generation restrictions and electricity spillages, allowing companies to plan their operations and assess financial risks.

GREDA also points to uncertainty surrounding the full launch of the electricity exchange and the broader liberalization of the electricity market. Melikidze stressed that predictable rules, advance communication and a stable regulatory environment are important for investors. She said the postponement of the day-ahead market’s full operation until July 1, 2027 has raised concerns among market participants about possible further delays.

Under a government decision issued on September 8, operation of the intraday market has been suspended until July 1, 2027, when the exchange operator is expected to resume its operation. According to the Georgian Energy Exchange’s 2025 report, 24 companies were registered for the day-ahead market and 17 for the intraday market. Participants traded 130,000 MWh on the day-ahead market last year, while the intraday market recorded its first and, so far, only transaction on May 6, 2025, involving 381 MWh at GEL 125 per MWh. The electricity exchange began operating under a transitional market model in July 2024 as part of Georgia’s electricity market liberalization process.
