The Government of Georgia has issued a decree instructing the National Wine Agency to transfer GEL 50 million to the state-owned Harvest Management Company to support grape procurement and processing during the 2025 harvest.

Under the plan, the company will purchase and process 40,000–50,000 tons of grapes, signing contracts with up to 25 wineries across eight districts of Kakheti. According to the 2025 state budget, GEL 81 million is allocated for viticulture and winemaking development, with the majority earmarked for harvest subsidies.

Unlike in previous years, private wine companies in Kakheti will not receive direct subsidies. Instead, the Harvest Management Company will handle the collection of surplus grapes at set prices:

  • GEL 1.50 for Saperavi grapes grown in Kakheti;
  • GEL 1.20 for other permitted wine varieties;
  • GEL 1.00 for substandard or damaged grapes.

The new system is designed to centralize state intervention in the grape market and ensure stability in processing during the harvest season.
