How Much Debt Will Georgia Take In 2022?

An adjusted version of the 2022 draft budget has been published, according to which the Georgian government will receive new loans of GEL 4.35 billion next year. Of this, GEL 1.3 billion will be new domestic debt and GEL 3.05 billion will be new foreign debt.

However, the Georgian government will repay the debt of GEL 1.23 billion in 2022, of which GEL 1.19 billion will be spent on foreign debt service, and GEL 43 million will be spent on repaying domestic debt. As a result, by December 31, 2022, Georgia's public debt balance should reach GEL 35.4 billion.

Full list of loans to be taken out by the government in 2022:

•Funds receivable from the Asian Development Bank (ADB) under the Fiscal Sustainability and Social Security Program - GEL 318 million;
•Energy Sector Reform Program in Georgia - the French Development Agency (AFD) - in the amount of GEL 164.7 million;
•Reconstruction-construction of Tbilisi-Senaki-Leselidze road Ubia- Shorapani section (EIB) - GEL 165 million;
•North-South Corridor (Kvesheti-Kobi) Road (EBRD, ADB) - GEL 147 million;
•Tbilisi Metro Project (EBRD) - GEL 120 million;
•Reconstruction - Construction (ADB) of Khevi Ubisa section of Tbilisi-Senaki-Leselidze road - GEL 115 million;
•Development Policy Measure - Funds Receivable from the World Bank (WB) under the 2022 Program (DPO-2022) - GEL 157.4 million;
•Funds receivable from the Asian Development Bank (ADB) under the Sustainable Development Program for the Water Supply and Sewerage Sector - GEL 150 million;
•Funds to be received from the French Development Agency (AFD) under the Social Welfare Program - IV - in the amount of GEL 109.8 million;
•Funds to be received from the Asian Development Bank (ADB) under the Climate Adjustment Irrigation Sector Development Program - GEL 80.5 million;
•Funds receivable from the French Development Agency (AFD) under the policy-based loan "Water Resources Management and Irrigation" - GEL 109.8 million;
•Funds receivable from the French Development Agency (AFD) under the Sustainable Development Program for the Water Supply and Sewerage Sector - GEL 109.8 million (ADB co-financing for Tranche II).
