The Ministry of Finance’s Treasury has published the 2025 budget execution report, showing that last year tax revenues exceeded the planned target. The 2025 budget projected tax collection of GEL 21,940,000,000, while the Treasury reports that GEL 21,957,477,800 was actually collected, exceeding the plan by GEL 17.5 million.
Breakdown of budget performance by tax type in 2025 is as follows:
- Personal Income Tax: GEL 7,515,067,100, 99.6% of plan
- Value Added Tax (VAT): GEL 8,126,469,300, 99.9% of plan
- Profit Tax: GEL 2,881,352,200, 100% of plan
- Excise Tax: GEL 2,728,646,300, 103% of plan
- Import Duties: GEL 146,620,400, 101% of plan
- Other Taxes: GEL 559,333,400, 96.4% of plan
The budget also received GEL 345 million from the sale of non-financial assets (privatization), achieving 115% of the planned target. Of this, GEL 125.7 million came from fees for 5G radio spectrum licenses.
In addition, the government mobilized GEL 1.58 billion through the issuance of treasury bonds and obligations, reaching 99.3% of the plan. Performance on external debt issuance was GEL 1.5 billion, or 98% of the planned target.
