Kakauridze Explains Why Major Infrastructure Projects Were Excluded From Georgia’s 2027 Budget

The draft of Georgia’s 2027 state budget does not allocate funding for several major projects, including Vaziani Airport, a new stadium and the railway connection to Anaklia Port. Deputy Finance Minister Giorgi Kakauridze explained to BMG why these projects were not included in next year’s budget.

Regarding Vaziani Airport, Kakauridze said detailed economic and other studies are currently underway, and there is a high probability that the state will not need to make a direct investment in the project. Instead, it could be implemented as a public-private partnership (PPP), combining private and state investment, with no state spending required in 2027.

As for the new stadium, Kakauridze said construction is not planned to begin in 2027. “The construction of the new stadium is not planned to start next year,” he said, adding that the project remains under discussion. Regarding the Anaklia road and railway, he said the two could be implemented as a joint project or separately, although their infrastructure would overlap in some sections.

Kakauridze said railway construction would need to begin somewhat earlier because some earthworks would be carried out alongside road construction.

“We can confidently say that construction of the road toward Anaklia Port is starting, and the railway will also be constructed in parallel with the road,” he said.
