Tbilisi Mayor Kakha Kaladze says that the situation on social media has become “unimaginable,” with abusive posts and statements widespread, making regulation essential. He commented on the Interior Ministry’s initiative to create a special division that will monitor hate speech and aggressive communication in the public space.
Kaladze stressed that criticism and insult are fundamentally different and must not be treated the same. “Someone may dislike someone, may criticize them - that is normal. But criticism and insult are two absolutely different things,” he said.
According to the mayor, no one has the right to systematically insult another person, and the growing amount of abusive content clearly shows how coordinated and orchestrated these actions can be.
Kaladze added that ensuring mutual respect and regulating abusive behavior online is “very important,” given the scale and intensity of harmful communication taking place on social networks.
