Kvritvishvili: New TAV Agreement Will Increase Revenue for United Airports of Georgia Three Folds

The Georgian government and United Airports of Georgia have signed a new contract with TAV Urban Georgia, extending the management agreement for Tbilisi International Airport until 2031. The previous agreement was set to expire in 2027.

Under the renewed contract, TAV will invest $150 million in expanding the airport, doubling its annual passenger capacity from the current 5 million to 10 million.

The updated terms also revise the commercial conditions between United Airports of Georgia and TAV Urban Georgia. As a result, the state-owned airport operator expects its revenue from Tbilisi Airport to increase three folds. According to the company’s 2024 financial report, aviation income from Tbilisi Airport totaled 53 million GEL, meaning this figure could potentially increase threefold under the new terms.

The signing ceremony was attended by Prime Minister Irakli Kobakhidze, Economy Minister Mariam Kvrivishvili, cabinet members, TAV management, and representatives of Airports de Paris (ADP Group), TAV’s parent company.

Economy Minister Mariam Kvrivishvili highlighted the scale and impact of the expansion:

“The terminal’s capacity will double—from 5 million to 10 million passengers. Aircraft parking stands will increase from 58 to 65. The conditions for United Airports of Georgia have improved, and the company will receive three times more revenue than under the current contract. Additionally, the company will receive a $25 million advance payment.

Until the new Vaziani Airport becomes operational in 2031, we will continue our cooperation with the ADP Group and advance the aviation sector.”

According to the Ministry of Economy, United Airports of Georgia will receive the $25 million upfront payment, and annual revenue from Tbilisi Airport will triple compared to existing levels. TAV will also support airline marketing programs, aimed at expanding flight routes and attracting additional international carriers.

The government reports that Tbilisi International Airport served 5.4 million passengers in 2025.

Separately, the government continues to pursue development of a new international airport in Vaziani, which is planned to enter operation in 2031 and handle up to 20 million passengers per year.

Tbilisi International Airport is owned by United Airports of Georgia, while TAV Urban Georgia operates it under a concession agreement. In 2024, TAV Urban Georgia reported 341.4 million GEL in revenue and 184.2 million GEL in profit. Under the licensing agreement, the operator receives $25 per departing international passenger for airport services.
