Mandatory Insurance for Revenue Service Employees Proposed in Draft Law

The Georgian Parliament’s Finance and Budget Committee has approved, at the first reading, a draft amendment to the Law “On Revenue Service” that introduces mandatory life and health insurance for all Revenue Service employees. The amendment also includes provisions for granting special state ranks to certain officials within the service.

Under the draft law, employees required to exercise official duties in another municipality, which entails a change in their actual place of residence, will receive compensation for residential rental costs based on an individual legal act issued by the Head of the Revenue Service. The law also establishes that the Deputy Head supervising the Customs Department and employees of the Customs Department, along with the Head of the Revenue Service, will be granted state special ranks.

The remuneration of the Head of the Revenue Service with a special rank will consist of a position salary, supplementary payments, a monetary reward, a rank-based salary, and years-of-service bonuses, in addition to other allowances provided by Georgian legislation. The Minister of Finance will approve the procedure for granting ranks, determining amounts, and setting conditions for issuance.

The draft law, prepared by the Ministry of Finance and initiated by the Government of Georgia, aims to improve social security measures for Revenue Service staff and formally recognize the professional status of key officials within the service. The legislation also ensures additional protections and incentives for employees serving in challenging or relocated positions.
