Many HPPs are waiting to move to the construction stage - Margebadze

Giorgi Margebadze, head of the Association of Small and Medium-Sized Hydropower Plants, said in an interview with TV program Analytics that numerous hydroelectric projects in Georgia are awaiting the move to the construction stage. He expressed hope that the process will be accelerated under the new administration.

“We have 84 small and medium-sized hydroelectric power plants, and many more are waiting to begin construction. The government has promised swift action, and we are waiting for the signing of memorandums and the green light to start,” Margebadze said.

Margebadze also explained the recent decline in electricity exports from Georgia, attributing it to falling prices in Turkey. “Previously, electricity prices in Turkey were 16–17 cents, making it profitable to operate both hydropower and thermal plants. With prices now down to 9.5 cents, boosting thermal production is no longer advantageous,” he noted.

According to the State Electrosystem, Georgia exported 505 million kWh of electricity between January and August 2025, a 52% decrease compared to the same period last year. While exports had reached a record 1.468 million kWh in 2023, the decline in recent years reflects both market fluctuations and changing regional demand.
