The list of foreigners who are exempt from Georgia’s new employment regulations has been expanded. The exceptions include individuals with special residence permits granted on the initiative of a government member, short-term invited foreign specialists, and foreigners working fully remotely without the need to physically stay in Georgia.
The changes were introduced to the Law on Labour Migration and defined by Government Resolution No. 321 of July 9, 2026.
According to labor migration expert and lawyer Sophio Dugashvili, the exemptions now apply to several categories, including foreigners conducting short-term professional activities in Georgia under government-approved procedures, such as experts, engineers and specialists invited for specific projects.
The new rules also exclude individuals working for state institutions or state-owned enterprises, foreigners providing services remotely to non-resident companies for activities outside Georgia, and those employed remotely by local companies without requiring physical presence in the country.
Dugashvili explained that these individuals are not completely outside legal regulation but are governed by other relevant legal frameworks. The purpose of the amendments is to avoid overlapping procedures, reduce administrative burdens and streamline the labour migration system.
