The Western world has already sanctioned more than 200 representatives of the Georgian Dream, of whom 98 have been named publicly, while the rest have been subject to anonymous visa restrictions, - according to TI Georgia.
Below is a full list of these individuals, which includes: members of the illegitimate government and Parliament, high-ranking officials of the law enforcement and security systems, Georgian Dream members and associates, judges, municipal leaders, business leaders, propagandists and family members of these individuals.
Democratic countries have imposed sanctions on these individuals for various reasons, including: brutally cracking down on peaceful protesters, undermining democracy, stalling Georgia’s European integration process, advancing Russian interests in Georgia, rigging elections, corruption, propaganda, and going against the will of the Georgian people.
Anonymous Visa/Entry Bans
The U.S. has imposed visa restrictions on more than 100 other individuals, including: members of the Georgian Dream party, members of Parliament, senior government and municipal figures, law enforcement and security officials, corrupt business leaders, propaganda actors, some private citizens, and family members of all these individuals. The names of these individuals are not made public due to visa confidentiality laws.
Latvia announced additional sanctions (travel bans) on 13 Georgian citizens on Dec. 20 2024; however, they did not specify which individuals.
On March 3, 2025, the Baltic countries imposed travel restrictions on a total of 145 individuals. The identities of the 90 individuals sanctioned by Lithuania and Latvia remain unknown, while the names of the remaining 55 individuals sanctioned by Estonia are listed on the information card.
On December 31, 2024, Germany also imposed entry bans on 9 Georgian citizens “primarily responsible for the violence against protesters and opposition members.” Their identities remain unknown. On March 24, 2025, Germany imposed additional travel restrictions, but the number of individuals sanctioned and their identities remain unknown.
European Parliament Resolution
On February 13, 2025, the European Parliament adopted another critical resolution, which does not recognize the self-proclaimed government of the Georgian Dream and calls on the party to halt violent repression and call for new elections. The resolution urges EU member states to freeze assets and personally sanction Bidzina Ivanishvili, his family, high-ranking officials of the Georgian Dream, the enablers in the business and state structures, and propagandists.
The European Parliament's resolution calls for the sanctioning of 31 individuals:
- Oligarch Bidzina Ivanishvili and his family members: Wife Ekaterina Khvedelidze and children
- Uta, Tsotne, Bera, and Gvantsa Ivanishvili; Brother Alexandre Ivanishvili; Nephew Shmagi Kobakhidze; Cousin Ucha Mamasashvili.
- Georgian Dream officials: Irakli Kobakhidze, Shalva Papuashvili, Kakha Kaladze, Irakli Gharibashvili.
- Minister of Internal Affairs: Vakhtang Gomelauri.
- Head of the State Security Service: Grigol Liluashvili.
- President of the National Bank: Natia Turnava.
- Businessmen: Ivane Chkhartishvili, Sulkhan Papashvili, Giorgi Kapanadze.
- Chairman of the Government of Adjara: Tornike Rizhvadze.
- Businessman and former MP of Georgian Dream: Ilia Tsulaia.
- Chairman of the Communications Commission and businessman: Kakhi Bekauri.
- Georgian Dream Propagandist: Lasha Natsvlishvili.
- Chairman of the Supervisory Board of the Public Broadcaster: Vasil Maglaperidze; Director General: Tinatin Berdzenishvili.
- Judges: Mikheil Chinchaladze and Levan Murusidze.
- Co-owner of TV Company Imedi and Liberty Bank: Irakli Rukhadze.
- Owner of Georgian Airways: Tamaz Gaishvili.
- Businessmen and Georgian Dream MPs: Anton Obolashvili and Gocha Enukidze.
