As of August 2026, the National Bank of Georgia’s Dispute Resolution Commission had received and reviewed 150 complaints concerning disputes between consumers and payment service providers. Of these, 125 cases have been completed, while 25 remain under review.

According to the NBG, positive decisions by the commission have resulted in a total of GEL 426,000 being actually reimbursed or credited to consumers. The total value of ongoing disputes stands at GEL 400,000, while providers still have GEL 393,000 to reimburse consumers under commission decisions.

The NBG said consumer complaints have increased significantly, partly due to legislative changes that doubled the commission’s jurisdictional limit from GEL 50,000 to GEL 100,000. Most complaints concern payment transactions made from accounts that consumers say they did not authorize.

Since its establishment, the commission has received claims totaling GEL 1.645 million. The NBG describes it as a fast, effective and free mechanism for protecting payment service users’ rights and strengthening trust in digital payments. Consumers can file complaints over unauthorized card, internet or mobile banking transactions, delays, incorrectly executed payments, improperly charged fees and similar issues.
