New Model for White List Companies to Be Introduced from 2029 – Minister Sokhadze

Georgian Minister of Infrastructure Revaz Sokhadze announced that a new system for companies on the white list will be implemented starting in 2029. In the short term, the advance guarantee requirement for these companies will increase from 50% to 60% next year, eventually rising to 80% before the full transition.

Sokhadze explained that the current advance payment system posed risks due to insufficient collateral, which sometimes led to improper use of state funds. The new approach aims to reduce state risks, ensure quality, and foster fair competition in the construction sector.

The Minister emphasized that the changes will also address pricing issues, with the state taking a more active role in determining market-based tender prices to ensure cost-effectiveness without compromising quality.

He noted that the reforms were developed in close cooperation with construction companies, industry associations, and agencies such as the Samkharauli National Bureau, aiming for infrastructure projects that meet international standards for transparency, efficiency, and quality.
