Nino Bagashvili’s Wealth Doubles in Three Years – A Closer Look at the Assets of the Tbilisi Transport Chief

Nino Bagashvili, the head of Tbilisi’s Transport and Urban Development Agency, has seen a striking increase in her declared assets over the past three years. Having entered public service in 2021 as the agency’s deputy head, Bagashvili was later promoted to lead the institution following the departure of former head Viktor Tsilosani.

Since her appointment, Bagashvili has been filing mandatory asset declarations, allowing the public to track her financial disclosures and changes in wealth. A comparison of her 2021 and 2024 declarations reveals a significant expansion of her real estate portfolio, an upgrade in her vehicle collection, and a notable rise in financial support from her family.

Real Estate: From 9 to 22 Properties

In 2021, Bagashvili declared ownership of nine properties, including:

  • A 188.1 m² apartment on Lisi Yasamnebi (valued at $221,040)
  • A 65.5 m² apartment in Bakuriani ($111,048)

Several smaller apartments and land plots in Tbilisi and Didi Lilo

  • A garage on Chavchavadze Avenue declared at a symbolic value of 1 GEL
  • By 2024, her holdings more than doubled to 22 properties. Among the notable additions:
  • A 64.21 m² apartment on Machabeli Street (received as a gift)
  • Two more apartments on Leonidze Street (also gifted)
  • A 1,360 m² land plot in Kojori worth $26,000
  • A 1,500 m² residential house in Didi Lilo (previously under her spouse’s name, now solely hers, declared at 1,000 GEL)

Three commercial units on Davit Guramishvili Avenue, collectively valued around $120,000

Vehicle Fleet Upgrade

Bagashvili’s 2021 car collection included a Porsche Cayenne Hybrid (290,368 GEL) and a Toyota LC150 (valued at $34,000). In 2024, both were replaced by even higher-end vehicles:

  • A Range Rover Sport ($168,500)
  • A Toyota Prado ($51,000)

Meanwhile, a Fiat 500 Abarth previously registered to her spouse, Andro Asatiani, is no longer listed in the latest declaration.

Art Collection and Gifts

Bagashvili's art collection also expanded. In 2021, she owned one piece by famed Georgian painter Lado Gudiashvili. By 2024, this number had increased to four, with three new works listed as gifts from artist Asmat Sirbiladze.

Bank Accounts and Loans

Her 2021 bank balances included:

  • $15,200
  • €6,000
  • Over 12,000 GEL

In 2024, her accounts showed a main deposit of $14,013, with smaller balances in Euros and lari. However, she also now carries seven active loans, including:

Three large consumer loans: $119,000, $122,000, and $90,000

A car loan with insurance collateral

To support these liabilities, Bagashvili received substantial financial assistance from her mother:

  • $71,477
  • €18,285
  • 8,200 GEL

Despite the spike in asset value, the declaration states that she has not made significant expenditures on travel, luxury goods, jewelry, or watches. Furthermore, aside from the support received from her parents and artworks received from a friend, she has not accepted gifts valued over 5,000 GEL from others.
