The number of registered vehicles in Georgia continues to rise, while parking remains a growing challenge in Tbilisi and other major cities. According to real-time data from the Service Agency, 1.964 million cars are currently registered in the country, an increase of 16,000 vehicles in just one month.
Against this backdrop, the number of parking spaces in Tbilisi has actually decreased by 958 units over the past five years. Current statistics show there are 28,516 parking spaces in the capital, compared to 29,474 in 2021. Nearly half are zonal and half are non-zonal areas.
Tbilisi Vice Mayor Giorgi Tkemaladze told BM.GE that the city’s parking policy is being implemented in collaboration with the private sector. According to him, strict regulations now require developers to arrange a set number of parking spaces for new buildings, and many projects have gone beyond residential needs by adding commercial parking.
“Collaboration with business is a very important component in the general transport parking policy. All construction permits very strictly specify parking quantities. This ensures not only parking for residents but also commercial spaces, which is a very good trend,” Tkemaladze stated.
The Vice Mayor also emphasized plans to expand the zonal-hourly parking system across the city, calling it an “unalternative direction” for regulating the situation.
Meanwhile, revenue from fines for improper parking has surged. In the first half of 2025, more than GEL 7.5 million in fines were issued, nearly three times more than five years ago.
Parking fines in Tbilisi, January–July:
- 2021 – GEL 2,135,828
- 2022 – GEL 2,294,965
- 2023 – GEL 9,371,318
- 2024 – GEL 10,209,374
- 2025 – GEL 7,588,94
