The price per square meter in Eagle Hills’ Tbilisi Waterfront development will start at $2,090, according to information published by the company. Based on the project's marketing materials, this price applies to residential units delivered in a white frame condition.
So far, the company has not yet submitted a detailed architectural plan to the relevant authorities in order to obtain a land-use (GRG) decision and construction permits. According to the government’s expectations, all required documentation will be prepared by the summer of 2026, after which the state will transfer the land, and the investor will be able to begin construction.
Breakdown of Eagle Hills’ $6.6 Billion Project

- 590 hectares near Tbilisi
Eagle Hills, as the investor, is responsible for:
- Preparing the architectural design
- Attracting the capital needed for full implementation
The project’s estimated investment value is $6.6 billion. All project design work is expected to be completed in 2026.
