Russia has been kicked out of this year's Eurovision Song Contest after Vladimir Putin's invasion of Ukraine.
The organisers said Russia's participation would "bring the competition into disrepute".
"The EBU is an apolitical member organisation of broadcasters committed to upholding the values of public service," the union said on Twitter.
"We remain dedicated to protecting the values of a cultural competition which promotes international exchange and understanding, brings audiences together, celebrates diversity through music and unites Europe on one stage," it added.
Other countries anxious
Finland said it would boycott the event if Russia was allowed to take part, while other European public broadcasters, including Ukraine's, called for Russia to be expelled.
Other countries, including the Netherlands and Latvia, said they were concerned about acts from Russia and Ukraine competing.
The decision to ban Russia comes around 24 hours after organisers said the country would be allowed to take part despite its assault on Ukraine.
But, they said in a statement they would "continue to monitor the situation closely".
The 66th Eurovision contest is due to be held in Turin in May after Italian rock band Maneskin claimed victory last year.
Ukraine will be represented by Kalush Orchestra, which organisers describe as a "hip-hop band with a fondness for folk."
Russia has not yet announced an entrant for the contest.
The Eurovision Song Contest is the most watched live, non-sporting event in the world.
Condemnation of Russia' actions has seen St Petersburg stripped of the Champions League final and its Formula One Grand Prix cancelled.
