State Security Service Employees Might Be Granted Apartments - Resolution

Employees of Georgia’s State Security Service, who have been provided with state-owned housing, might now be eligible to have those properties transferred into their personal ownership, - according to a new government resolution approved on October 21, 2025.

The amendment to the document titledRules for Social Protection and Material Security of State Security Service Employees of Georgiawas signed by Prime Minister Irakli Kobakhidze and officially adopted by the currentGeorgian Dreamgovernment.

Under the previous regulation, Georgia’s State Security Service employees could only use state-owned apartments or houses temporarily. The new amendment now allows these properties, including apartments, houses, auxiliary buildings, and attached land plots, to be permanently transferred to employees based on a formal petition by the State Security Service.

In the event of a decision of the service, the property transferred for housing might be transferred to the employee’s ownership, based on the service’s petition,” the revised Article 9 states.

The change effectively grants the State Security Service the authority to propose that state-owned housing be converted into private property for its personnel, marking a significant expansion of the agency’s internal welfare provisions.
