Tbilisi Mayor Warns Against Organized Illegal Land Seizures

Tbilisi Mayor Kakha Kaladze has highlighted the ongoing challenge of illegal construction and the seizure of state and municipal lands, emphasizing that these activities are not linked to social issues but are instead organized and systematic.

Speaking at the government meeting, Kaladze noted that illegal construction often occurs in recreational and forest zones, causing significant damage to green spaces. “Social issues are very often manipulated. However, investigations show that we are dealing with organized groups attempting to seize territories illegally,” the mayor said, urging residents not to participate in such transactions.

In 2025 alone, the Tbilisi Municipal Inspectorate identified 1,305 construction violations. To combat illegal construction on state lands, the Inspectorate, in coordination with law enforcement agencies, conducted over 70 special operations. These efforts led to the dismantling of more than 300 illegally constructed structures and the restoration of dozens of hectares of land, including recreational and forest areas, to state and municipal control.

Kaladze reaffirmed the city’s commitment to continue intensive measures against illegal construction. “No illegal construction will go unreported,” he stated, thanking the Municipal Inspectorate and law enforcement agencies for their ongoing cooperation.
