Telecom Tariffs to Be Reviewed – ComCom Signs Contract with Axon Partners

The Georgian Communications Commission (ComCom) will spend €0.5 million to develop a tariff model and methodology for the telecommunications sector. The regulator will receive services from Axon Partners Group through a simplified procurement contract.

According to the tender documentation, Axon Partners will calculate wholesale access tariffs for communication and duct channels, including tariffs for high-quality services offered to corporate clients. The scope also includes wholesale tariffs for mobile network access (national roaming, MVNOs, and collocation), as well as IP transit and fixed broadband network access.

Previously, ComCom calculated wholesale tariffs for fixed broadband networks, VULA, and Bitstream services in 2024 with the help of a consulting company. However, the methodology required a detailed review and adjustments to align with best European practices. Similarly, for mobile network access tariffs, the previous operator-submitted model showed inconsistencies between MVNO wholesale and retail tariffs, leading ComCom to decide in December 2025 to recalculate tariffs independently.

The contract will also cover the second phase of a comprehensive study involving European experts, analyzing wholesale access markets for physical infrastructure, corporate high-quality channels, and IP transit. The objective is to define tariff regulation and cost-accounting obligations, including developing a detailed model and methodology for calculating access tariffs. The service term is set until April 30, 2027.
