Tbilisi Transport Company has concluded the tender for the 7.5-kilometer tram line and depot construction. The estimated project cost was GEL 416.6 million, with four companies participating: three from Turkey and one municipal company from China. The highest bid came from DOGUS INSAAT VE TICARET A.S. at GEL 412.6 million, while the lowest was GEL 287.6 million from Turkish company EmreRay Enerji İnşaat Sanayi ve Ticaret Anonim Şirketi, GEL 129 million below the estimated price.
The Transport Company will now review the proposals and verify the companies’ experience. If a bidder lacks prior tram line design or construction experience, they may be disqualified. The bids are as follows:
- DOGUS INSAAT VE TICARET A.S. (Turkey): GEL 412.6 million – experience includes Istanbul Metro (53 km, 16 stations), Sofia Metro Line 2, Riyadh Metro, Mumbai Metro Line 3, and an Istanbul tram line.
- Wuhan Municipal Construction Group (China): GEL 397.5 million – specializes in urban engineering, including metro and tram line design and construction.
- YDA İNŞAAT SANAYİ VE TİCARET ANONİM ŞİRKETİ (Turkey): GEL 332.4 million – built the 5.5 km tram line in Kayseri, Turkey.
- EmreRay Enerji İnşaat Sanayi ve Ticaret Anonim Şirketi (Turkey): GEL 287.7 million – projects include Istanbul’s 7.3 km Eminönü-Kabataş tram section, Eskişehir 17 km tram line, and Antalya tram electrification works.
The Didube–Didi Dighomi tram line tender was first announced in October 2025, extended until January 2026, and re-announced on February 13, 2026, with a submission deadline of March 31. The extension gave companies sufficient time to prepare detailed proposals. The project will connect Didi Dighomi’s 3rd and 4th microdistricts with Metro Didube, significantly improving passenger mobility.
The new tram line will be 7.5 km long, have 11 stops, and each tram will carry at least 300 passengers. The project will follow a Design-Build (DB) model, covering both design and construction. The contractor will have 36 months to complete the project, with 24 months allocated for actual construction.
