The cost of rehabilitating Rustaveli Avenue and Kostava Street in Tbilisi has increased by GEL 147,869 following an amendment to the contract between Tbilisi City Hall’s Infrastructure Development Service and Smart Solutions LLC. The project budget has risen from GEL 6.53 million to GEL 6.67 million.

According to the amended agreement, the increase reflects new and unforeseen technical circumstances identified during construction. Changes include replacing the planned gutter curbs with monolithic concrete curbs and adding drainage-related works, reinforced-concrete manholes, cast-iron frames and grates, and the removal of damaged asphalt.

The amendment took effect on October 9, 2026, and requires Smart Solutions to provide an increased bank guarantee. The project covers sections of Kostava Street and Rustaveli Avenue, from T. Chovelidze Street to the Merani shopping center. City Hall has fined Smart Solutions 11 times for contractual violations across the three project sections, including failure to meet the requirement to work around the clock.

Smart Solutions’ contracts for all three sections of Rustaveli Avenue previously totaled GEL 19.8 million, with work scheduled for completion within 100 days. Other works in the area include sidewalk rehabilitation by AWARD LLC and Newcons LLC, water and sewer pipe replacement under GWP’s GEL 12.5 million investment, and gas network upgrades by Tbilisi Energy, which plans to invest GEL 3 million.
