Tbilisi City Hall has fined Smart Solutions six additional times for delays in the Rustaveli Avenue rehabilitation project, imposing penalties totaling GEL 8,694. Municipal inspections found that some works scheduled for completion on September 20 remained unfinished as of October 22, while tasks due by October 10 were still incomplete on October 23.
The penalties cover three project sections: Rustaveli Avenue between Besiki Street and Freedom Square; the stretch between Merani shopping center and Besiki Street; and the section covering Kostava Street and Rustaveli Avenue between Chovelidze Street and Merani. Each section received penalties for overdue earthworks and artificial structures.
Smart Solutions had previously been fined 12 times for failing to maintain the required continuous 24-hour work schedule. The latest penalties specifically concern missed deadlines for completing construction tasks.
The company is responsible for all three rehabilitation lots. Its contract value has increased from GEL 19.8 million to more than GEL 20.5 million following a GEL 725,669 adjustment announced on October 13. Work began at midnight on July 23, with the contract requiring completion within 100 days under a 24-hour work schedule.
Other contractors are also involved in the broader project, including AWARD and Newcons for sidewalk rehabilitation, Georgian Water and Power (GWP) for water and sewer pipe replacement under a GEL 12.5 million investment, and a contractor for Tbilisi Energy replacing gas infrastructure with a GEL 3 million investment.
