The Number of Consumer Inquires Doubled In 2024 - GCCA

In 2024, the number of applications submitted to the Georgian Competition and Consumer Agency (GCCA) for consumer rights protection nearly doubled compared to 2023, with 890 applications registered in 2024, up from 495 in 2023.

In terms of confirmed violations, the GCCA identified breaches of consumer group rights in 198 cases in 2024, compared to 82 cases in 2023. Regarding commitment agreements, 193 agreements were signed between traders and the agency in 2024, compared to 161 in 2023. These agreements required traders to restore consumer rights and align their trade policies with legal standards.

For non-compliance with obligations imposed by the GCCA, 56 traders were fined GEL 60,000 across 92 cases in 2024, whereas 11 traders were fined GEL 21,283 in 22 cases in 2023.

Notably, in both years, 90% of completed cases were decided in favor of the consumer, resulting in the satisfaction of their claims.

To promote fair and transparent trade practices, the Georgian Competition and Consumer Agency (GCCA) developed a guideline document in 2024 on price indication for goods and services. The guideline outlines the following key principles:

- Unit Price Standard: For goods that are not pre-packaged and are weighed or measured in front of the consumer, the price per unit (e.g. per kilogram, liter, meter, or square meter) must be clearly indicated.

- Discount and Special Offer Standard: When announcing a discount, traders are required to display three different prices for goods and services: the original price (pre-discount), the discounted price, and the lowest price assigned to the product or service within the last 30 days. (This regulation does not apply to perishable goods, products with a short shelf life, or medicines.)
