Today, on March 20, the National Assembly of Armenia voted to ratify the Agreement between the Republic of Armenia and the European Union on the status of the European Union Mission in Armenia (EUM). The project was supported by 57 votes "for," with no votes "against," and 27 abstentions.
This agreement regulates the activities of the EU mission in Armenia and defines the status of its personnel. It also specifies the functions of the mission on the territory of the Republic of Armenia. The main goal of the mission's activities is to ensure stability on the eastern borders of Armenia and to expedite the process of political rapprochement between the European Union and Armenia.
According to the terms of the agreement, the EU mission in Armenia will be treated as a representation with diplomatic status in customs and tax matters. The functions of the relevant authorities to ensure the mission's activities, border crossing procedures and movement on the territory of Armenia, as well as privileges and immunities granted to the mission, are also defined.
In February 2023, the European Union announced the launch of a two-year civilian mission in Armenia (EUMA) as part of its Common Security and Defense Policy. In response to Armenia's request, the mission will conduct routine patrols and provide situation reports.
Earlier, the secretary of the Security Council of Armenia Armen Grigoryan told journalists that Armenia invited the European Union civilian mission because existing security guarantees are not working.
