The President will no longer have the prerogative to open the first session of the newly elected Parliament.

The 11th convocation Parliament is preparing to adopt new rules of procedure. Within the framework of the draft rules of procedure, as a result of which a number of issues related to parliamentary activities will be regulated in a new way, the change also applies to the first meeting of the newly elected Parliament.

According to the still valid rules of procedure, the President opens the first session of the newly elected Parliament. In the absence of the President, the oldest MP of the Parliament has the authority to open the session.

According to the new draft rules of procedure, the first session of the newly elected Parliament will be opened by the oldest MP, who will lead the session until the election of the Speaker of the Parliament.

New rules of procedure are scheduled to come into force on July 1, 2025.
