Tourism expert Temur Diasamidze says tax incentives for casinos hosting international tournaments could boost off-season tourism, particularly in Batumi, but warns of reputational and financial risks.

Parliament approved the legislation in an expedited procedure, aiming to attract foreign visitors. Diasamidze said the benefits may be limited unless Georgia addresses broader industry challenges, including the lack of major international casino brands, banking constraints, and difficulties attracting VIP players due to travel logistics.

He also questioned how authorities would enforce the requirement that at least 80% of tournament participants be foreigners and ensure effective anti-money laundering controls.

Diasamidze said the initiative’s success will depend on how tournaments are organized and monitored. He criticized the lack of transparent public consultation, arguing that society should be better informed about the purpose and potential consequences of such decisions.
