The total number of voters for the October 26 elections is 3,508,294. 3,113,747 voters will take part in the elections using electronic technologies, - the Chairman of the CEC, Giorgi Kalandarishvili, said at the briefing.
According to him, this year, for the first time, 135,922 young people have the opportunity to participate in the elections.
As Kalandarishvili mentioned, there are 64,238 voters in the list of portable boxes. The number of voters in special lists of election precincts created in other states is 95,910.
18 election subjects are registered for the parliamentary elections. 5 candidates nominated by 3 electoral entities have been registered for Samtredia and Chokhatauri council elections, and 11 electoral entities have been registered by SEC for the elections of the Supreme Council of the Autonomous Republic of Adjara.
Election administration will be carried out by more than 54,000 election administrators, of which more than half are members appointed by authorized political parties, and the rest are non-partisan, the so-called professional members. We remind you that out of 17 members in each commission, 8 are non-party members, and 9 are party members, of which 1 is from the ruling party, and the remaining 8 are appointed by different political parties.
At polling stations, where voting will be conducted using verification and vote counting machines, the ballot paper will also be different - in this case, instead of circling the party number, the voter should color/mark only the circle in front of one party/the inner space of the circle. The vote counting machine automatically counts the votes and after the completion of the voting, immediately after the completion of the mandatory procedures, it prints a summary of the preliminary results of the voting, which is sent to the CEC via a tablet. Which, of course, means that the time for publishing the preliminary results is significantly reduced, and we will probably inform the public of the preliminary data within 1-2 hours after the end of the voting. At the same time, the data will be available to any interested person on the website results.cec.gov.ge.
In addition, it should be noted that in order to ensure transparency and reliability, manual counting of ballots is provided. During the counting of ballots, the members of the commission sort the valid and invalid ballots and compare the obtained results with the data of the machine.
In the rest of the election precincts, the voting will be held in the existing manner, however, the ballot papers in the said precincts will be scanned and digitized, uploaded to the appropriate secure platform and will be available to all interested parties.
I would like to emphasize that electronic devices are not connected to the Internet network and therefore there is no threat of cyber interference. Of course, voting is secret. All polling stations have modified (so-called cut-out) booths. Here, we remind you that taking photos and videos in the cabin is prohibited," Kalandarishvili said.
Also, according to him, it is important to note that according to the experience of the election administration and the vendor company, the probability that any device will fail is minimal.
"But, of course, similar cases are provided and insured, a risk prevention and management document has been developed. The main thing is that in no case will the voting be stopped.
Voting ends at 20:00, however, by this time, voters standing in line can vote, for which one of the members of the commission will register the voters standing in line and they will be able to participate in voting, according to the order of the precinct election commission chairman, Kalandarishvili said.
As the chairman of the CEC explained, there is also news regarding the use of a portable box - in these elections, those voters who will vote using a portable box will also undergo the marking procedure.
During the day, the contact hub of the CEC - 2 51 00 51 will work. Also, the media center will work continuously, where the media and the parties involved in the election processes will have the opportunity to receive information on issues of interest to them.
We call on the involved parties to strictly follow the legislation and facilitate the conduct of the elections in a peaceful environment. Here we would like to remind the public and the involved parties of the list of violations that we encountered most often in the context of several elections:1. Candidates for the membership of the parliament, the membership of the city councils have no right to be in the voting building, except for the time required for voting; In other cases, the members of the Parliament of Georgia, the members of the City Council and the officials provided by law must have the status of the representative of the electoral subject, otherwise they will be allowed in the voting building only for the time required for voting.
2. During the observation of the verification process, it is not allowed to capture, copy and otherwise process voters' personal data. In such a case, the election administration immediately applies the measures established by law;
3. Confiscation of identity card, checking of markings or other interference in the functions of the commission, which is immediately prevented by the election administration;
4. Helping the voter in the voting booth, observing voting in the booth or taking photos and videos;
5. Photo-video shooting is allowed only from the special place allocated for it in the Precinct Election Commission", said Kalandarishvili.
