What Property Does Former Minister Irakli Karseladze Own?

Six months after leaving his position in the GD government, the house of former Minister of Infrastructure Irakli Karseladze was searched as part of an investigation by the Investigation Service of the Ministry of Finance. The operation also included searches of properties linked to former Deputy Minister Koba Gabunia, who was arrested on charges of abuse of official authority, and of several other individuals, at 20 locations in total.

Karseladze resigned from the government in April 2025, shortly after the Ministry of Regional Development and Infrastructure was divided. Following his resignation, he co-founded “Caucasus Prime Builders”, where he serves as director and holds 50% ownership alongside businessman Devi Dumbadze.

According to his 2025 property declaration, Karseladze owns a 549 sq. m residential house on Ekaterine Baghdavadze V Alley in Tbilisi, purchased in 2017 for USD 100,000. He reported having about USD 61,800 and GEL 1,070 across several bank accounts, and his 2024 ministerial salary totaled GEL 80,199.

Additionally, Karseladze has an active 15-year mortgage loan of USD 247,500, with USD 7,848 paid toward it last year. He and his wife do not own a vehicle, and according to his declaration, no valuable gifts were received. However, in his previous filing, he had listed USD 80,000 gift from his parents.
