GD government discussed a new legislative initiative at Monday’s Bureau meeting. According to them, an exact analogue of the American FARA has been registered in parliament and is scheduled for discussion.
It should be noted that the U.S. FARA is not fully incompatible with Georgian reality; however, the "Georgian Dream" says that it will be adjusted.
Constitutionalist Vakhushti Menabde writes on social media that the purpose of the direct translation is to create legitimacy for this act.
"Georgian Dream initiated FARA. The bill is a direct translation of the American Act (so the following terms are used: "Congress," "State Department," etc.). We can blame this on the regime's incompetence, but in reality, it might not be the case at all. Fixing such flaws wouldn't take more than one working day for an average lawyer.
During the discussion, Georgian Dream even said that they did this intentionally. They want propaganda to say that this is a verbatim translation of U.S. FARA, which means it 'cannot be Russian.' By taking this step, Georgian Dream is trying to create legitimacy for this act: 'What has been working in America for years cannot be undemocratic.'
With this propaganda, the regime wants to break public opinion, then adjusting the project's terminology and adapting it to our country's institutional order will truly be a one-day technical task," - writes Menabde.
