ADB to finance Sections IV and V of Tbilisi Bypass Road

The fourth and fifth sections of the Tbilisi Bypass Road will be financed through a loan from the Asian Development Bank (ADB), according to a government decree authorizing the Ministry of Finance to sign the relevant loan agreement. The total value of the financing has not yet been disclosed and will become public after the agreement is signed.

The Ministry of Infrastructure launched international tenders for the two sections on June 19. Section IV covers an 8.7-kilometer stretch connecting the bypass to the Lochini transport interchange, while Section V spans 10.2 kilometers and will link the E60 international highway toward Azerbaijan with the Kakheti Highway, improving connections to Rustavi, eastern Tbilisi, the airport, and nearby industrial zones.

The Tbilisi Bypass Road forms part of the East-West Highway (E60) and is intended to reduce traffic congestion in the capital while strengthening Georgia’s transit corridor. According to the ministry, the project will improve regional connectivity, shorten travel times, and increase the capacity of the country's transport network.

Interested companies must submit expressions of interest by August 3, 2026. Construction is expected to take 30 months for Section IV and 20 months for Section V after work begins.
