The Municipal Development Fund has cancelled the architectural tender announced on January 9, 2026, which invited architectural firms to prepare concept designs for a new government city on Arsenal Hill in Tbilisi. According to the tender commission’s protocol, the cancellation is related to the need to clarify the tender documentation.
At the time of cancellation, six architectural and engineering companies had already submitted proposals along with project renderings. The value of the submitted bids ranged between 3.3 million and 4.4 million GEL.
According to the fund’s market research, the project envisages the construction of 282,750 square meters of new office and administrative buildings on a 77-hectare land plot. The complex would also include a reception and event space of at least 10,000 square meters.
Among the planned facilities, the Tbilisi City Hall building would be the largest, with 59,900 square meters, while a 31,350-square-meter office building is planned for the Parliament.
The Georgian government first announced plans to build the government city on Arsenal Hill in December 2025. At the time, Prime Minister Irakli Kobakhidze said that after the new offices are built, the government intends to sell the current ministry buildings. One of the participating companies, Midamo LLC, had submitted more detailed renderings as part of its proposal.
