Armenia and the USA issued a joint statement following the Strategic dialogue

The governments of Armenia and the United States released a joint statement following the Armenia-U.S. Strategic Dialogue Capstone meeting on June 11, 2024, in Yerevan. Hosted by Armenia's Foreign Minister Ararat Mirzoyan, the meeting included Assistant Secretary of State for Europe and Eurasia James C. O’Brien and an interagency delegation from the U.S.

During the meeting, both countries reviewed progress in strengthening bilateral relations and outlined a vision for deeper ties. This vision will be formalized in a Memorandum of Understanding, elevating the dialogue to a Strategic Partnership Commission. The sides also highlighted cooperation to support Armenia’s ongoing reforms and democratic progress.

The United States reiterated its support for Armenia’s sovereignty, independence, democracy, and territorial integrity, in line with the 1991 Alma-Ata Declaration. Both sides discussed efforts to promote economic and energy resilience through closer cooperation, noting the quadrupled trade turnover since 2020.

Delegations reviewed increasing cooperation on sanctions and export controls, and discussed export licensing to facilitate trade in advanced technology items. They also focused on promoting Armenia’s food security and energy independence, including commercial solutions in nuclear energy and renewables.

USAID plans to support Armenia in developing a transport strategy to enhance regional trade and connectivity through a just and durable peace. The U.S. acknowledged Armenia’s challenges in supporting displaced persons from Nagorno-Karabakh and pledged continued assistance.

Participants emphasized the importance of U.S. support in Armenia’s defense transformation and law enforcement initiatives. This includes advisory programs, military education, and the State Partnership Program with the Kansas National Guard. The meeting also marked the start of annual Staff Talks between Armenia’s Armed Forces and U.S. European Command.

Building on the success of Armenia’s nationwide Patrol Police, future U.S. assistance will focus on police education and human resources modernization. The U.S. appreciated Armenia’s contributions to global peacekeeping and looks forward to further cooperation in this area.

In the justice sector, both sides acknowledged significant U.S. contributions to Armenia’s reforms. The U.S. will continue supporting Armenian institutions in combating corruption and organized crime, fostering judicial independence, and ensuring access to justice.

Both countries reaffirmed their commitment to shared democratic values, human rights, and the rule of law, aiming for a democratic, prosperous, and peaceful Armenia.
