Armenia Plans to Create a Quarter-Million Jobs by 2031

The Armenian Ministry of Labor has developed a long-term employment strategy for 2025–2031, aimed at addressing the underutilization of 15% of the country’s labor resources. The draft document has been published on the government platform e-draft.am for public discussion.

According to the document, the key challenges in Armenia’s labor market are the mismatch between labor supply and demand and the insufficient level of workers' professional skills. The strategy focuses on specific groups, including youth aged 18–29, women aged 30–39, residents of regional towns, and recipients of social benefits.

The program outlines a comprehensive set of measures to boost employment in non-agricultural sectors, enhance youth professional skills, and support women’s entrepreneurship. By 2031, Armenia aims to achieve ambitious targets: increase employment rates in communities to 60.7%, create 252,000 new jobs, and reduce the poverty rate to 19%.

A special emphasis is placed on addressing youth unemployment, with plans to lower the share of inactive youth to 19.6%. The strategy also prioritizes increasing women’s workforce participation and fostering female entrepreneurship as key drivers of economic growth.

Earlier, BMG reported a significant rise in the number of officially employed citizens in Armenia. In October 2024, the number of registered employees reached 785,195, marking a 6.6% increase compared to the same period last year. Meanwhile, the average salary in the country rose to $691, up by 4.3% from October 2023 but 1% lower than in September.
