Armenia Sharply Reduces Military-Technical Cooperation with Russia to Less Than 10% - Security Council Secretary

Secretary of Armenia's Security Council, Armen Grigoryan, revealed details of the country’s new security and foreign policy strategy during the Second World Armenian Summit on September 18.

A key priority in the new strategy is diversification, aimed at expanding Armenia's capabilities and managing existing challenges.

Grigoryan noted a significant shift in military-technical cooperation. While Russia previously accounted for 96% of Armenia’s military cooperation, that figure has now dropped to less than 10%. He described this change as a political success achieved over the last 3-4 years.

According to Grigoryan, new major partners in this area include India and France, and the search for other partners is ongoing.

"The strategic goal for Armenia is to produce 25-30% of its military-technical needs domestically and have 4-5 foreign partners, each contributing no more than 20%," Grigoryan stated.

Diversification efforts extend beyond the security sphere and into the economy. Grigoryan emphasized that strengthening sovereignty, protecting territorial integrity, and bolstering democracy remain Armenia’s strategic priorities, and the diversification process must align with these goals.

Earlier, BMG reported that, according to Armenia’s Statistical Committee, Russia continues to lead in trade volumes with Armenia. In the first seven months of this year, trade turnover with Russia increased 2.4 times, exceeding $9 billion.

However, exports to Russia dropped by 22.4%, from last year’s $2.1 billion to $1.6 billion during the same period in 2024, while imports from Russia surged 4.4 times, reaching around $7.5 billion.

Russia’s share in Armenia’s total foreign trade also increased, from 36% last year to 44.4% during the reporting period.
