Georgian National Energy and Water Supply Regulatory Commission (GNERC) Chair Davit Narmania says that electricity imported from Russia for consumption in occupied Abkhazia is paid for by the de facto authorities themselves.
According to him, although this electricity is recorded as part of Georgia’s overall import statistics due to Abkhazia being considered Georgian territory under international law, the cost is not borne by the Georgian side and no payments are made to Russia from Tbilisi.
Narmania noted that in 2025, about 74.5% of Russia-supplied electricity was consumed in Abkhazia. He also said that overall consumption in the region has declined in recent years, reaching around 2.5 billion kWh last year, a 2.6% annual decrease.
He linked fluctuations in electricity consumption to several factors, including metering improvements and changes in cryptocurrency profitability, explaining that lower crypto prices typically reduce electricity usage in the region.
